In the framework of permanent cooperation with United Nations’ bodies and agencies our Association sent submission to the UN Special Rapporteur on extreme poverty and human rights Professor Olivier De Schutter for his “Roadmap for Eradicating Poverty Beyond Growth” to be published as part of his final report to the UN Human Rights Council.
ARC’s submission, published at official UN web-sources now, stressed that all war crimes, committed by Russian invaders during ongoing hostilities in Ukraine, are connected with absolutely clear Russia’s war targets in maximal destruction the civil infrastructure and environment, including objects, essential for all Ukrainian ethnic and social groups.
Those Russian war crimes, including destruction objects of civil infrastructure, energetic, forests, dams and other melioration systems by mines explosions, missiles and artillery, created gross challenges to the sustainable development of Ukrainians, including issues of poverty, and those Russian crimes have a clear genocidal features, ARC’s submission added.
ARC’s submission reminded that the target of Russian genocidal policies in Ukraine is the destroying Ukrainian nation, including creating the artificial conditions for its extreme poverty by Russian attacks against infrastructure and civil sector, and creating the negative environment by attacks against ecosystems. All this illegal Russia’s activities give strong negative impact on the rights of population of Russia-occupied areas, including the indigenous peoples, minorities and territorial collectives.
So, our submission stressed that the Association and other relevant NGO and expert structures are preparing an expert legal, financial and organizational basis for the future international agreements and the corresponding international platform of financial support for the restoration of Ukraine, carried out by third states and international institutions, including a description of their cooperation and financing algorithms and the development of a draft collective agreement or other documents.
Submission added that for realization such task we analyze the international mechanisms of reparations from Russia and the international financial responsibility of Russia, that we study international mechanisms of financial support and assistance to countries in post-conflict situations, we analyze the current international mechanisms of financial support and assistance to Ukraine, study the practices of international agreements on financial assistance.
Also we summarize the practice of relevant cases and proceedings in international courts and tribunals, analyze resolutions and technical regulations of international bodies, to prepare on next steps a draft of an international agreement or other documents regarding future financial support for the restoration of Ukraine, including support for the territorial gromadas and indigenous Crimean Tatar people.
Our cooperation with authorized UN officials on those issues will be continued.
