In the framework of permanent collaboration with the UN Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism, Professor Ben Saul, Challis Chair of International Law at the University of Sydney, upon relevant requests, our Association sent submissions this week for the next elaboration of the Position Paper on the Human Rights Impacts of Using Artificial Intelligence in Countering Terrorism and the Ninth Review of the UN Global Counter-Terrorism Strategy.
Submissions of our Association were devoted to challenges of terrorism, connected with Russian aggression against Ukraine and temporary occupation of the Ukrainian territories, including Crimea. Submissions reminded on decisions of the International Court of Justice and European Court on Human Rights, and on acts of civilized nations’ governments, devoted to the violations by Russia of relevant demands of international agreements, which counter terrorism, and are devoted to protecting fundamental human rights of its victims. Our submissions also highlighted relevant illegal activities of Russia-controlled structures in the Crimea that supported terroristic structures, like “Wagner,” that incorporated individual terrorists with international backgrounds and that translated relevant threats, hate speech, and disinformation.
Our submission proposed some amendments to the provisions of the current Eighth Review of the UN Global Counter-Terrorism Strategy, adopted by UN General Assembly resolution 77/298. Regarding relevant challenges in the area of artificial intelligence, our submissions were grounded on the results of the high-level conference “Digital Era of Forensic Expertise Development: Innovative Technologies and Artificial Intelligence,” held in Odesa this August with our expert, Professor Borys Babin, actively participating.
High-level expert framework of our submissions was achieved due to the incorporation into its demands and proposals of the concrete actual scientific results of Scientific Secretary of the Scientific Research Center for Independent Forensic Expertise Olena Agapova, Honored Science and Technology Figure of Ukraine Ihor Kraynov, and scientist and specialist PhD Kateryna Karpova. Our cooperation with the authorized UN bodies and agencies on those issues will be continued.
