On April 11, our Association’s expert Borys Babin took part in a working meeting “Reparations for Victims of Crimes in Ukraine: Searching for Just Solutions within National and International Mechanisms”, which aimed to promote a common understanding of the challenges and coordination of efforts by the expert human rights community.
The participants of the meeting, which brought together more than 30 experts, assessed the situation with the Register of Damages, in particular, taking into account the challenges associated with various categories of victims of aggression, including those affected in the occupied Crimea.
Professor Babin shared with the participants of the meeting organized by the “Renaissance Foundation” his thoughts on the prospects for reparations for collective rights violated by the aggressor, in particular regarding territorial communities and the indigenous Crimean Tatar people.
The expert also raised the issue of the correlation of the applicant’s legal regime in the Register of Damages and in the European Court of Human Rights, in particular in terms of the size and procedure for calculating and collecting just satisfaction from the aggressor state. Relevant discussions on an effective model for collecting from the aggressor state the damage caused by it will be continued.
