Some days ago, the aggressor’s “Crimean” propaganda announced the alleged launch of invaders’ electronic warfare system in occupied Crimea, allegedly “able to replace coordinates, jam GPS and Starlink signals.”
At the same time, it is stated that this system was allegedly created “on the instructions” of gauleiter Sergei Aksyonov by a certain “group of talented engineers”, who allegedly “made it possible to conduct tests on the territory of the region, assisted in trial operation.”
Further, the alleged “effectiveness” of this system “was noticed at the very top”, after which in the spring of 2024, the Kremlin dictator, allegedly “instructed the ministry of industry and trade to provide assistance to the company … and increase the share of the Russian component base in these systems”, after which “more than 150 people are now conducting developments.”
It is obvious that this publication, linking the mentioned system with the “joint-stock company” “Rysskyi Kupol” (“Russian Dome”), has two applied tasks, PR of the same Aksyonov, as well as “commercial promotion” of the corresponding products to the aggressor’s solvent structures, with an eye on “budget funds” in the probable absence of “private investors”.
The propagandists do not provide any details of this product, except for statements that it allegedly was able to interfere with satellite photography of the peninsula and “led to the suppression of GPS signals in one of the European countries neighboring Ukraine”, but the very name of the company and the analysis of the personalities associated with it in the registers of the aggressor allows us to draw a number of conclusions.
The aggressor has two “formal packages” for the “Rysskyi Kupol”, this is a “company” “registered” in 2023 in Simferopol, as well as its Moscow clone of the same name in the form of an LLC. In the “Crimean” clone, the “founders” are not public, but both there and in the Moscow firm, Nikolai Ignatov is declared the “CEO”, who is also listed as the founder of the Moscow avatar of this structure.
Registered in the village of Shemetovo near Moscow, Russian Ignatov is not a public figure, but he is noteworthy, since even before the occupation of Crimea, he was a minority shareholder in the infamous “Genbank”, which has become one of the financial instruments for the capture of the region by Russians since March 2014.
At the beginning of February 2014, Ignatov had 5.32% of the shares of “Genbank”, in April 2015 – 6.86%, and in August 2015 – already 9.86%; This “consolidation of assets” coincided with the transfer of 50% of the shares of this structure equally to the illegal “council of ministers” of Crimea and the “government” of Sevastopol.
As we wrote earlier, in 2014-2015, “Genbank” actively participated in laundering the results of the “nationalization” of Ukrainian property in Crimea, and the corresponding plundering concerned then primarily public property and objects of state enterprises and organizations of mainland Ukraine.
As we indicated, then the old agent of the Russian special services, Yevgeny Dvoskin, then a minority shareholder of “Genbank” with extensive experience in financial fraud in the United States, took part in the development of criminal combinations. Obviously, Dvoskin, Aksyonov and Ignatov could not help but gain close and joint corruption-commercial experience in those years.
However, later, in 2017, they decided to “rehabilitate” “Genbank”, while Ignatov’s share of shares at that time was prudently reduced to 4.14%. As we wrote, then “Genbank”, through a scam with a “reunification” with the Russian “Sobinbank”, was actually taken away from the Crimean swindlers from the Aksyonov clan and transferred to the control of the “Gazprom” group of companies, the income from which is received by the oligarch Yuri Kovalchuk, who is closest to the Kremlin.
And then it was through “Genbank” that the laundering of the stolen trillions of the “federal target program” for the development of Crimea was carried out until 2022.
However, Ignatov “left his mark” in open sources not only in “Genbank”, which made it possible to identify an extremely remarkable circle of his accomplices. And we are not only talking about the “companies” “Domstroy” and “Donstroy”, “registered” in the same Simferopol office as “Rysskyi Kupol”, and certainly not about the 80 cohabiting companies of the Moscow address of the “dome workers”, but about the structures previously “established” or “headed” by Ignatov, such as the Krasnodar “Megatrade” and the Simferopol “Krym-Trust”.
Almost six years ago, Ignatov’s co-founders in “Megatrade”, which specializes in the wholesale trade of textiles with multimillion-dollar revenues, were extremely colorful personalities, namely the “Sevastopol deputy” Pavel Kharlamov, whom we have described many times before, as well as the Simferopol collaborator Katerina Bartkiv.
And if in the previously described adventures of the “military hero” Kharlamov in the “Yalta cauldrons” it is now possible to at least understand who issued him the “pre-election status” of a fake “veteran” of Russian aggression last year, then Bartkiv, among other things, was not only listed as a “juror” in the “supreme court” of the occupiers and a “founder” in the “NovaCenter” structure.
Bartkiv is also the occupiers’ “leading specialist” in the “Student office for work with foreign students” of the so-called “Medical Academy” in Simferopol, formerly the “international medical faculty”, which by definition means that this “multi-tasker” has close ties with the occupiers’ special services.
At the same time, Bartkiv has close contacts with Kharlamov’s “Sevastopol fiefdom”, since she has repeatedly appeared in recent years in all sorts of Sevastopol litigations regarding real estate and lands of the occupied city.
And regarding Ignatov’s Simferopol structure “Crimea-Trust”, through which 8 million were “laundered” in 2023, it can be added that Ignatov “founded” it six years ago together with Marina Kartushina and Alexey Chernyaev.
The list of “Crimean firms” associated with these figures, mainly in the sphere of construction, rent and speculation with real estate, as well as that of the “director” of “Crimea-Trust”, Elena Shvydkaya, is quite long, among other things, Shvydkaya is listed as the “general director” of the aforementioned “Donstroy”.
More interesting are not even Chernyaev’s unsuccessful attempts to become a “Crimean deputy” from the “LDPR”, but his activities before the occupation, since he then worked as an inspector of the aviation security service at the “International Airport “Simferopol”, which directly concerns the subject of our analysis.
Thus, it can be stated that the persons involved in the “formal-organizational” support of the “Rysskyi Kupol” have close contacts among the Crimean collaborators, but are not directly controlled by them, and Ignatov’s role here can be described as a key financier from the Moscow owners of this project.
As for the actual production of the “Rysskyi Kupol”, we have identified a “contract” between the Simferopol clone of this structure and the occupiers’ “Ministry of industry and trade” of the from May 2024, for a sum of just under 118 million rubles.
It is highly likely that this is what the current propagandists have in mind, obviously trying to “repeat” last year’s “sawing up”, since it is simply impossible to find such a sum in the deeply subsidized “republican budget” without the go-ahead from the Kremlin.
Then the “ministry” purchased from the “Russian Dome” such “products” as “Volna-Azimuth”, “Volna-ARM”, “Volna-Detector”, “Volna-Khrust 360”, “Volna-Khrust 90”, in version 360, “Volna-Fine”, “Sdvig-K” (Volna-3), in version 360 and “Sosed (Volna-2), in version 360”.
Judging by the “declarations of conformity”, these “products” from the “Rysskyi Kupol” are mostly signal jammers, like the “Volna-Mazai”, “Volna-Krugi” and “Volna-Detector PS” models. At the same time, it is quite noteworthy in the described contract that the funds were spent from a “civilian” agency, and therefore all these “products” hypothetically should have been distributed to “controlled” objects.
And at the same time we will mention that no visible funds for the “150 developers” are being conducted through the “Rysskyi Kupol” of the occupiers, and therefore these “Crimean prodigies” are either “dead souls” or receive funding elsewhere, for example as military allowances, and the “dome” is needed mainly for laundering “budget funds”.
What will happen next in the “joint financial plans” of these swindlers and the “minister of industry” Agadzhanyan, described by us, – the coming months will show.
