Recently, the occupiers-controlled “Sevastopol media” decided to lament the “billions wasted on the budget.” This concerns parking fees, of which only “fines” amounting to up to 44 million rubles per year go to the “budget.”
And the issue here isn’t so much the fact that city inhabitants are now being “ticketed” with “fines” and the situation where Sevastopol residents are unable to pay for parking due to the constant lack of internet and mobile service.
All parking fees themselves go to the private organization “Safe Roads of Sevastopol,” whose scams we reported on three years ago.
The total amount of funds received by these businessmen amounts to over 1.4 billion rubles, of which “as much as” 300,000 rubles went to the “budget” under the “concession agreement” over the ten years of this scam.
These private individuals are a subsidiary of the Moscow company “VessoLink”, which is linked through “Cityparking” to the Cypriot offshore company “Abatal Investments Ltd”, which was liquidated in 2022 and headed by Oleg Badera.
The aforementioned “Cypriot” Badera is in fact a functionary of the aggressor’s “public organization” “Delovaya Rossiya”, a front for Russian intelligence agencies to carry out subversive activities in third countries, including industrial espionage.
Among other things, this organization created a “branch” in occupied Crimea, headed by collaborator Valery Zhatkin, who controls a number of illegal agricultural entities on the peninsula.
Pavel Titov, head of “Delovaya Rossiya”, is the son of Boris Titov, owner of “SVL Group” and its subsidiary, “Abrau-Durso”, which previously attempted to control not only French vineyards but also Crimean wineries seized by the occupiers.
Moreover, Pavel Titov was involved this year in Russian intelligence-orchestrated “business integration” and sanctions-busting efforts in occupied Sukhumi and Kyrgyzstan.
The aforementioned Badera was previously listed as a founder of “Yandex.Traffic” and a number of “urban development” companies in Moscow and Rostov-on-Don. The “founders” of “Safe Roads of Sevastopol,” currently undisclosed, were previously the Moscow-based company “IK Yugproekt”.
It’s noteworthy that the aforementioned “press” attributes the “concession agreement” with this structure to the “legacy” of Dmitry Ovsyannikov, the former Sevastopol gauleiter and current UK prisoner.
However, quite recently, Pavel Ieno, the current “deputy” of the current gauleiter Razvozhaev, was noted for lobbying for the “continuation of the agreement” and refusing to disclose its “confidential terms.”
It’s worth noting that Ieno previously “headed” the Sevastopol “Department of transport and road infrastructure development.” Thus, the aforementioned parking billions, although not included in the occupiers’ “budget,” clearly provide for the personal well-being of Razvozhaev and his Moscow “friends.”
