Recently, the occupation-era “Sevastopol press” decided to “expose a bit” some of the activities of the notorious collaborator and developer Andrei Grigorov. The gist of the matter is that the so-called “Department of land and property relations” lost at least two cases in the “Sevastopol arbitration court” regarding the collection of land lease debts from entities controlled by Grigorov, specifically “RBKStroy” and “Invest-Center.”
The “authorities” saw their claims rejected, in what were clearly “fixed matches”, on the grounds that the “statute of limitations had expired”; in other words, the “lawsuits” were filed late by design, serving merely as a way for the “authorities” to “wash their hands” of the issue.
Grigorov is quite a colorful figure, having been linked to the city administration during the final years of the “Party of Regions” era, just before the peninsula’s occupation.
Grigorov was closely associated with Mikhail Mudrevsky, who, in the early years of the occupation, was appointed by the aggressor as “deputy director of the Department of bunicipal services”, as well as with Ilona Kryzhanovskaya.
These two associates of his now control, among other things, the “”Zhilfond” management company” and the “private security firm “Alpha-S”” in Sevastopol.
It is worth noting that, just before the occupation, Grigorov made a public appearance in a conflict with other “unscrupulous developers”, as figures linked, among others, to the clan of the future “people’s governor,” Alexey Chaly, during which he leveraged the prosecutor’s office to further his interests.
It is hardly surprising that, even under occupation, the conflict between Chaly and Grigorov has not subsided. Specifically, Chaly’s protégés, “deputies” Tatyana Shcherbakova and Vyacheslav Gorelov, have repeatedly “exposed” construction projects linked to Grigorov’s firms, though to no avail. It is worth noting that under the current gauleiter, Mikhail Razvozhayev, these collaborators have gradually been sidelined from various “lucrative” spheres.
Consequently, it is no surprise that last year Grigorov attempted to seek “damages for moral harm” in the “courts” over publications by propagandists affiliated with the Chaly clan, though, thus far, without success.
In 2023, we reported on Grigorov’s scam involving the “Skifiya” residential complex in Kazachya Bay. In this instance, “buyers of luxury real estate”, left in a situation where the buildings remained “uncommissioned” for years, were offered a choice: either “sell their apartment at a discount” or “wait for a miracle.”
Back in 2019, Grigorov had encouraged “apartment buyers” at “Skifiya” to take their keys and “start settling in quietly while the utility infrastructure is being connected.”
A couple of years later, however, representatives from “Sevastopolgaz” arrived at this so-called “elite den” and declared that, given the renovations and structural alterations that had taken place, no entity would ever “take the building onto its balance sheet.” Predictably, the scandal fizzled out, resulting in nothing.
Thus, this developer, having established close ties with the current gauleiter of Sevastopol, is set to continue his fraudulent schemes, while his rivals will likely keep documenting them in the aforementioned “media” outlets, to no effect.
