Last year, we reported detention by occupation forces on the November 12th of Irina Belomestnova, “deputy head and head of the capital construction department of the Yalta administration.” A native of the Irkutsk region, she was “transferred” by the aggressor to occupied Yalta in February 2022.
On December 15th, collaborator Igor Belyaev, the so-called “head of the procurement department of the Yalta administration,” was “detained” and then “sent on bail.”
And already on January 29, the occupiers’ propaganda disseminated an “encouraging” statement from Yalta gauleiter Yanina Pavlenko, claiming that the fake “first deputy head of the administration” of occupied Yalta, Sergei Banov, as well as several other unnamed “municipal officials,” had allegedly “volunteered” to join the ranks of the aggressor army.
We also reported that Pavlenko herself was planning to change “jobs” and would be transferred to the “State Duma” in the fall, amid a growing struggle for control over the next Yalta “head of administration” between the Kremlin clans of the Kovalchuks and the Rotenbergs.
The plot of the “case” involving the “defatting” of Pavlenko’s entourage has now become known. It involves an alleged bribe of an apartment for Belomestnova by Evgeny Zverev, the “founder” of the “Yuzhnaya Stolitsa” (“Southern Capital”) company, and Alexey Yakovenko, formerly a “deputy director” at the same firm and now the occupiers’ “deputy minister of health.”
As a reminder, the aforementioned “Yuzhnaya Stolitsa” is a front for the development of “budget funds” in Yalta for more than a hundred “construction and improvement contracts,” totaling at least 9.6 billion rubles. The company’s reported profit for 2025 is 624.7 million rubles, with revenue of 2.4 billion.
As we previously reported, the aforementioned Evgeny Zverev is only the nominal “founder” of “Yuzhnaya Stolitsa.”
In fact, this is a footballer who previously “played in matches of the Crimean Football Union” for Feodosia’s “Kafa,” and also distinguished himself in the lineup of Novgorod’s “Elektron,” and the real beneficiaries of this “Yuzhnaya Stolitsa” structure are closely connected with the above-mentioned criminal “mayor” of Yalta, Yanina Pavlenko.
