On December 25, the occupiers announced the completion of another “municipal reform” in the AR of Crimea, as a result of which the “territories of the urban districts” of Alushta, Armyansk, Sudak, Feodosia and Yalta were declared as “municipal districts”.
The “Crimean speaker” Konstantinov closely supervised this process, as well as his previously described henchman in the “state council” Roman Shantayev; earlier we already indicated the intentions of the occupiers to declare the Yalta and Feodosia residents “rural population”, which, in fact, has now happened.
As was previously written about this “reform” in Russia itself, the “municipal districts” in the Kremlin were originally planned to be created there, “where due to the underdevelopment of urban infrastructure and low population density it became impossible to create urban districts”, namely in the “sparsely populated northern, Far Eastern and other remote” territories.
It is noteworthy that the collaborators, including that same former “Vologda cossack” Shantayev, are not shy about declaring that Yalta or Feodosia “do not meet the established criteria” for a city, classifying them as the described above “taiga settlements”.
However, there are real motives for this tragicomedy, and they are quite simple. In the five described “polar districts of Crimea”, except of Armyansk, there is the main monetary and raw material resource still available to the collaborators: coastal lands and real estate.
At the same time, the traditional “dual power at the local level” reigns on the Crimean shores, when “city councils and administrations” fiercely divide “powers” with “settlement and rural”, for example – Yalta collaborators with Gurzuf ones.
This, as in the old joke about sex on the Yalta embankment, obviously complicates and increases the cost of traditional land development scams for the Crimean clans and their Russian friends.
And now the collaborators in the person of the “loyal Konstantinovites” from “United Russia” are planning to move away from this “dual power”, since in the “municipal district” only a “single-level system of local self-government” is envisaged, which will also be presented as “optimization of expenses” for “local councils”.
Moreover, it is precisely within the framework of “cost optimization” that the Konstantinov clan, which controls the Crimean “United Russia”, will now begin to technically “clean up” all sorts of undesirables and “renegades” in the coastal “municipal districts”, naturally including recent “fellow party members”.
The trick of this scam from the “Crimean speaker” was to force it after the September “regional and local elections”, after the fierce summer bargaining of clans for “chessboard” in those very “village and settlement councils” of Yalta, Alushta, Sudak and Feodosia, which are now “left overboard”.
Now these “deputy seats” will gradually be “zeroed out”, and the deceived contractors of Konstantinov, who sold them “at a deep discount” this year “seats in the ground” of coastal “village councils”, can only be advised to “complain to the party leadership”.
