On October 9, in occupied Kerch and Simferopol, collaborators staged a show of “mayoral elections”, in which no “personnel intrigue” was observed. Mikhail Afanasyev was “re-elected” as the “capital” gauleiter, and in Kerch, Oleg Katorgin, the former “deputy” of the disgraced Svyatoslav Brusakov, who has been “acting” since July, became the “mayor”.
In the personality of Katorgin, as the former director of the department of legal work of the Kerch City Council and the first deputy mayor of Kerch, it is noteworthy that he has a criminal case, when in 2012 he was accused of receiving a bribe on an especially large scale and extortion.
The victim in this case was an associate professor of the university, who came to the Kerch executive committee to legalize construction on two summer cottages. But officials did not resolve his issue for four and a half months. As the victim said, he was told in plain text that without 10 thousand hryvnias his issue would not be resolved. The officials of the executive committee forced the man to pay this money allegedly “for charity”.
Then the Kerch resident was given two checks, each for 5005 hryvnias, and the checks indicated that the money was allegedly transferred for the purchase of bush chrysanthemums to the account of the enterprise “Raduga Kerch”, owned by the city council deputy Tatyana Basargina. In total, the historian “paid for 186 chrysanthemum bushes” using two accounts, but of course he did not even see the flowers themselves.
Then the investigation reclassified the article as abuse of power and official position, while Katorgin “admitted guilt and repented”, receiving a sentence in August of the last peaceful year to imprisonment with a probationary period.
However, Katorgin with such a “personal dossier” was clearly “in the court” of the invaders, and the occupation “Kerch city court” on October 22, 2014 “annulled the suspended sentence” and “removed his criminal record”, since “the convicted person proved his rehabilitation by his behavior”.
Then, in February 2015, Katorgin became the “head of the city administration’s legal affairs department”, he was transferred as Busakov’s “deputy” in May 2024, with the obvious expectation of replacing the latter.
