On November 13, the Russian invaders’ propaganda announced that the streets of the occupied Sevastopol, together with the occupiers’ punishers, “began to be patrolled by volunteers from the people’s squad” “Rubezh”.
In particular, the aggressor-controlled resource “Sevinformburo” made a whole “exit interview”, in which the “commander of the vigilantes” Kirill Komissar said that allegedly “the patrols go on duty on Thursdays and Saturdays”, but then “they will expand”. It is noteworthy that among the “worked out plots” was the participation of “vigilantes” in the criminal “acceptance of explanations and detention for extremism” by the invaders’ punishers of Sevastopol, who declared on the street that his homeland is Ukraine.
At the same time, Komissar himself admitted to the “journalists” that “it is difficult to talk about any specific powers” of fake “vigilantes”. It is worth noting that earlier this “never stopped” the “Rubezh”, which arose under the auspices of the Russian special services.
So, in 2020, Komissar and his accomplice Oleksandr Stolyarov received suspicion in absentia from Ukrainian law enforcement officers in connection with the active complicity of the illegal armed group “Rubezh” in the capture by Russian special forces of the headquarters of the Ukrainian Navy in Sevastopol and the Ukrainian corvette “Khmelnitsky” in March 2014.
At the same time, Komissar, in the role of a permanent “leader of vigilants”, flashed in the occupiers’ propaganda in 2016, and in 2019, and in 2020. In addition to this structure, the occupiers’ propaganda of the periodically mentions the collaborator Sergei Parkhimovich, who since 2015 has been declared by the occupiers as the “commander” of the illegal “Voluntary people’s squad of Sevastopol”.
This formation, according to Parkhomovich, also illegally assists the Russian occupiers in “checking the basements and the passport regime”, which in the current conditions of front-line Sevastopol is also not entirely connected with the “fight against crime”.
It is noteworthy that occupiers’ propaganda could not describe in eight years a single fact in which the “subordinates” of Parkhomovich or Komissar were able to really “detain” or identify a thief, a rapist, or at least a “stowage” of drugs that have flooded Sevastopol in recent years. The current “lively attention” of the occupiers-controlled “media” to illegal formations of “vigilantes” has nothing to do with the “protection of public order” and has two explanations.
Firstly, the occupiers are trying to demonstrate to the residents of Sevastopol their reaction to all sorts of “negative events” that have been taking place at the occupiers’ military facilities since the summer of 2022. And if the occupiers’ “administration” is not able to “eliminate threats”, to establish the work of bomb shelters or at least an air threat warning system, then it remains to “bring out the vigilantes”, and not so much to the streets as to propaganda TV cameras.
And secondly, it was with the “organizations” of Parkhomovich and Komissar of the criminal “administration” that they managed to “amicably agree” on the write-off of “budgetary funds” for patrolling, at the rate of “115 rubles per hour per person”, by “concluding agreements”. On the one hand, the amount seems small, but only if it is really paid to someone.
But if we imagine hundreds of virtual “vigilantes”, “who are not responsible for anything”, but at the same time constantly leaving for a “long night patrol”, then in a month both the curators of Parkhomovich and Komissar from the aggressor’s special services, and the occupiers’ profile “director of the department” will get a good “bonus”.
At the same time, we must note that, despite the mass of “dead souls”, real Sevastopol residents do not want to participate in the activities of illegal “people’s squads”.
