On August 27-28, the expert of our Association, Oleksii Plotnikov, participated in the Law and Security Conference, organized by the Centre for Law and Security (CERES) at the University of Copenhagen.
The conference brought together researchers, politicians, civil servants, representatives from the business community and civil society from Denmark, the Nordic countries, and Europe, to focus on, among other things, the topics of the transatlantic defence cooperation, European security infrastructure, the security in the Arctic and the international institutions under pressure.
Relevant opinions were stressed by Mette Lyster Knudsen, President of the Danish Association of Judges, Frank Hoffmeister, Head of the Legal Department of the European External Action Service, Jes Rynkeby Knudsen from Defence Command Denmark, Janina Dill, Professor at the University of Oxford, Yoshifumi Tanaka, Professor at the University of Copenhagen, Graham Butler, Professor at the University of Southern Denmark, representatives of NATO office and of the Legal Department of the Ministry of Defence of Ukraine.
Dr. Plotnikov concentrated the attention of the conference participants on the role of manuals in the development of new international humanitarian law norms, and on maritime security, especially in the aspect of effectively enforcing sanctions against the Russian shadow fleet.
Relevant results of our Association’s research were discussed among the participants, including issues of the legal qualification of the detention of Russian shadow fleet’s vessels by the European states in the framework of the NATO and European Union operations, aspects of Russian combatants’ presence in those vessels’ crews, and the international humanitarian framework of the sanctions implementation.
Also, the aspects of modern naval warfare were highlighted, including the relevant examples of drone war, artificial intelligence implementation, and Russian illegal activities in the Baltic and Black seas, including militarization of the Crimea. Conference ogranisers, including the Professor Astrid Kjeldgaard-Pedersen emphasized the value of the relevant legal research and research-based knowledge for Danish authorities and decision-makers.
