On April 23, an expert of our Association, Professor Borys Babin, took part in the presentation at the Training Center for Prosecutors of Ukraine of the educational and practical manual “Calls for Genocide: Bringing Propagandists to Accountability. International Experience and Ukrainian Law.”
The manual was developed by “LingvaLexa” with the support of the International Renaissance Foundation and, as part of the presentation with the participation of representatives of the prosecutor’s office and investigation, there was a discussion of the challenges faced by law enforcement officers when working with criminal proceedings concerning crimes related to the aggressor’s propaganda, and possible ways of their decisions.
During the presentation, LingvaLexa lawyer Anna Vishnyakova emphasized that discussion of this topic will help deepen the understanding of the specifics of working with this category of crimes and will contribute to the development of more effective strategies to combat the spread of calls for genocide in the modern world.
Professor Babin initiated a discussion of the criteria for the victim of the corresponding crimes of the aggressor’s propagandists, including those affected by the statements of the occupiers’ “Crimean talking heads”, in the context of the procedural status of the victims.
The ARC expert shared with the presentation participants the findings of the Association, including published studies of judicial practice and norms included on the basis of the ARC’s proposals in the texts of UN General Assembly resolutions 77/204 and 78/190 that Russia is illegally using fake “neo-Nazism” in Ukraine as a pretext for “justification” for territorial aggression, which seriously undermines genuine attempts to combat neo-Nazism.
