Our Association, in framework of permanent cooperation with UN bodies, sent in end of 2022 submission to UN Special Rapporteur on the rights of persons with disabilities professor Gerard Quinn for his Report to the Human Rights Council.

ARC’s submission, prepared by Dr. Borys Babin, stressed that Russian attacks against Ukrainian non-combatants, including medic and social personnel and against Ukrainian civil infrastructure have features of state terrorism and made strong negative influence on realization the rights of persons with disabilities.

Our Association reminded in submission, published by UN web-sources now, on violations the rights of persons with disabilities in Russia-occupied Crimea and asked for next urgent, immediate steps of the UN special rapporteurs and working groups on protection the right for persons with disabilities in Ukraine, in condition of ongoing interstate conflict and hostilities, including all observation procedures and visit to Ukraine.

In the report A/HRC/52/32 described, submitted to the Human Rights Council by UN Special Rapporteur pursuant to Council resolution 44/10, professor Gerard Quinn presented a thematic study on reimagining services in the twenty-first century to give effect to the right of persons with disabilities to live independently and be included in the community.

UN Rapporteur stressed in this document special attention to issue of need for adequate and targeted protection measures for children with disabilities in situations of armed conflict with a special thanks to all structures granted own submissions, including our Association.
