In early June, we wrote about the occupiers’ large-scale scam in Sevastopol with the so-called “wired radio services”, when residents began to be charged a “subscription fee” from the “Sevastopolskiye Seti Veshchaniya i Opoveshcheniya” (“Sevastopol Broadcasting and Alert Networks”), in which the collaborators-swindlers Irina Momot and Ekaterina Titova emerged as “talking heads”.
At the same time, it was stated that through the “wired radio” the occupiers would allegedly “transmit air raid signals”, and money for the aforementioned illegal branch of the “Russian Broadcasting and Alert Networks” from the aggressor’s Ministry of digital development, was collected through the “Digital Innovations” shell from gauleiter Mikhail Razvozhaev.
Two months later, the sounds from the “wired radio” in the apartments of Sevastopol residents, naturally, have not increased, and the local population can hear the “notifiers” on the streets only under the condition of complete silence, and preferably – being close to the device.
In this tragicomic situation, on August 24, the same “governor” Razvozhaev announced that allegedly “the coverage area of the automated centralized warning system for the population will be expanded in Sevastopol”, namely allegedly “98 new points in different areas of the city, including Inkerman, settlements, villages and garden associations, including Fiolent”.
It was stated that on this occasion on August 19 “a contract was signed for the creation of new points for installing warning devices” between the illegal “Edinaya Dezhurno-Dispatcherskaya Sluzhba Sevastopolya” (“Sevastopol Unified Duty Dispatch Service”) and the Krasnodar firm “Yuzhny Tsentr Tekhnologiy Bezopasnosty” (“Southern Center for Security Technologies”).
The amount of this “deal of the century” is not disclosed, but we note that in total, the “Southern Center” of Krasnodar businessman Vladimir Shkabarnya had used more than a billion “state funds” on “warning systems” in recent years.
Basically, the contracts of the “Southern Center” cover the Krasnodar Territory and certain places in neighboring southern Russian regions, such as Kalmykia.
However, the “Southern Center” has previously laundered funds through “warning systems” in the occupied peninsula, among other things, in 2019, 3.4 million rubles “dissolved” in the “regional automated centralized warning system” in Yevpatoria, and a similar amount was spent in Chernomorske (Ak-Mechet).
At the same time, the “Southern Center” spent 6.5 million on similar “needs” with the “Simferopol district administration”. It is worth noting that the consequences of the work of the “Southern Center” and similar contractors in the occupied AR of Crimea are not easy to record: as is known, they try not to turn on the warning systems there with a “political subtext” that supposedly “everything is calm in Baghdad”.
However, it is extremely likely that in many places, with the creative approaches of the “Southern Center” to the execution of work, it will not be possible to turn them on even with a strong desire.
By the way, in 2024, local “administrations” of the AR of Crimea are again mastering funds for “modernization of the warning system”: in the same Chernomorske, another 2 million will be sawed off on this.
And “in practice” the results of the “Southern Center” activities can be observed in that very Sevastopol: today’s “especially high-quality” systems for 8.6 million from the same “Unified Duty Dispatch Service” were installed in the occupied city… by the same “Southern Center” under the classic “Christmas tree contract” of December 15, 2017. Obviously, regardless of the change of “governors”, this scheme is quite tenacious, and its “silence of the lambs” will entail more and more new “contracts”.
