Previously, we have repeatedly written about the scams of the occupiers related to the structure of the “Research and Design Institute of Testing Machines, Instruments and Mass Measurement Equipment” (“NIKIMP”), which the aggressor gradually made key in the illegal management of the maritime infrastructure of occupied Crimea, as well as on the occupied mainland coast of the Sea of ​​Azov.
And now, after the publication of relevant investigations, the occupiers have “officially acknowledged” that it is “NIKIMP” that “is now in charge of the Kerch and Feodosia ports,” where it “has begun a total sell-off of assets.”
At the same time, as we wrote earlier, the two Crimean ports not transferred to “NIKIMP,” namely Yevpatoria and Yalta ones, were criminally “privatized” entirely by the occupiers in 2025.
The Yevpatoria port “went” to the Moscow firm “Center for Sports Development “Perspektiva””, registered since 2024 to a no-name individual, Oksana Gusakova,
and the Yalta port was previously transferred to the structures of the Kremlin oligarch Arkady Rotenberg.
Now it has become clear that, as part of the “asset restructuring,” “NIKIMP” organized a “sale” of passenger boats, based in Feodosia and seized by the occupiers in 2014, when the vessels were “transferred” to the illegal structure “Crimean Sea Ports”.
The motor ship “Ivan Kozhukhar” of project 10110, which had been idle since 2020, was transferred for 3.3 million rubles to the “Sevastopol entrepreneur” Andrey Pechkin. As we wrote earlier, the Sevastopol “authorities” previously “sold” to the same Pechkin, at scrap metal prices, local boats, that are extremely necessary for transporting the population,
and it was through this businessman, among others, that unaccounted-for multi-million dollar “ticket money” passed.
Another Feodosia passenger ship, “Yuri Garnaev,” of the same project 10110, was transferred for 2.7 million to “Yevpatoria entrepreneur” Vladimir Berezan.
This individual “leases” the “Kurortnye Romany” beach from the Yevpatoria “authorities,” and the “firm” “Dava,” supposedly operating in the catering sector, is registered to him.
Also, in 2025, “NIKIMP” tried to “sell” the following vessels previously registered in Kerch: “Shtorm” – for 4.8 million rubles, “Vodoley-9” – for 9.5 million, “Krab” – for 7 million, “Fedor Kotov” – for 12.7 million, “MNMS-45” – for 650 thousand rubles, “Bychok-2” – for a “whopping” 23 thousand rubles, “Sirena” – for 4.1 million, “Primorets” – for 9.3 million, “Argus” – for 3.4 million.
“NIKIMP” also put up for “auction” the Feodosia vessels “Neptun” – for 749 thousand, “Kara-Dag” – for 1.2 million, “Ivan Poddubny” – for 1.9 million and “Ivan Golubets” – also for 1.9 million.
Meanwhile, “NIKIMP” “successfully sold” the Kerch-based vessel “Reid” for one million rubles, “Ivan Krasnoselsky” for 8.6 million rubles, and the Feodosia-based vessels “Uverenny” for 627 thousand rubles and “Priboy” for 484 thousand rubles.
It is obvious that these fraudulent schemes will continue in 2026, and the sanctions imposed by democratic countries on “NIKIMP” and its “officials” and counterparties, such as the “Russian Maritime Register of Shipping,” should be strengthened.
