As we previously reported, the 28th UN Climate Change Conference began in Dubai, and on its first day, countries agreed on a mechanism for financing losses and damage from natural disasters through a special fund. Let us recall that last year, experts from our Association took an active part in the previous, 27th Conference, where they exposed the negative impact of Russian aggression and attacks on ecosystems committed by the invaders, including the Black Sea and occupied Crimea, as well as on the global climate situation.

On December 1, the BBC indicated in its material that the summit was taking place against the backdrop of increasing political tension over the climate agenda and that the 21st conference in Paris was a “massive success”, when all countries of the world agreed to limit the rise in global temperatures this century within 2°C to pre-industrial levels is unlikely to be repeated. At the same time, climate challenges have intensified and the large-scale negative environmental consequences of Russian aggression include the acceleration of global warming.

At the same time, the Summit agenda directly became hostage to Russian aggression, since, as we wrote earlier, the next, 29th UN Conference was supposed to take place in Eastern Europe, but Russia is illegally blocking all applications from countries in the region, repeating the “Crimean” scenario of its criminal provocations against Chairmanship of the OSCE. In this situation, the summit of the 2024 Conference will procedurally be hosted by the German Bonn, and everything will be led, as this year, by the Emirati Minister Sultan Ahmed al-Jaber.

In addition to the general political context, the problem is that a number of media accuse the same Minister, who “concurrently” heads the National Oil Company of Abu Dhabi Adnoc, of allegedly using the mechanisms of the Conference to promote the national oil business of the UAE. This generally non-criminal case at the same time somewhat contrasts with the Summits’ goals of the Green Transition, which increases the skepticism of a number of politicians; among other things, it is reported that the US President and the head of communist Beijing refused to come to Dubai and the conference was opened by the British King Charles III.
