In a decision by the European Court of Human Rights (ECHR) released on October 22 and titled “Sergiy Vasylyovych Kazachenko against Russia and 9 other applications”, dated October 1, the Court closed the proceedings in the cases of “Ozenbash v. Russia” application no. 24258/17, “Ozenbash v. Russia”, application no. 30142/23, and “Shevkiyev v. Russia” application no. 27071/25.
According to the text of the decision, these cases had previously been communicated by the ECHR to the parties, and the Government of Ukraine had intervened as a third party. However, in 2026, the applicants ceased communication with the ECHR on their own initiative; the reasons for this remain unknown.
Based on case materials previously made public by the ECHR, in applications 24258/17 and 27071/25, Ali Ozenbash and Ryza Shevkiyev complained of the violation of their rights resulting from the Russia’s ban on the Mejlis of the Crimean Tatar People. In application 30142/23, the complaint concerned the recovery of funds, labeled a “Russian pension”, from Ali Ozenbash by the occupation authorities, following the discovery that he was also receiving a Ukrainian pension.
Prior to the occupation, Ali Ozenbash served as the Head of the Audit Commission of the Kurultai of the Crimean Tatar People and currently resides in Crimea; Ryza Shevkiev is a member of the Mejlis and formerly headed the “Crimea” Foundation, which managed the financial and property-related operations of the Mejlis before the occupation, he has recently been residing in Kyiv.
Given that these cases were communicated by the ECHR, the applicants had a very high chance of success. It should be recalled that members of our Association previously reported onpressure and provocations by the aggressor and its agents directed at Mejlis officials, aimed at compelling them to cease their activities before the ECHR.
