In the framework of permanent collaboration with UN bodies and officials, our Association sent in 2025 the submission to UN Independent Expert on Sexual Orientation and Gender Identity Professor Graeme Reid for his report to the UN General Assembly’s 80th session.
ARC submission, published at UN official web-sources now, stressed that militarization of Russia-occupied territories of Ukraine makes a strong negative impact on issues of sexual and gender discrimination.
Submission added that during the illegal “presidential elections” that were organized in Russia-occupied territory in February-March 2024 and the illegal “regional and local elections” in August-September 2025, the Russia-controlled structures used massive amounts of hate speech against LGBT as a key part of “electoral PR,” creating such “internal enemies” as LGBT representatives and structures, often manipulatively alleged ones.
ARC submission added that steps of the Nazi policy of the Russian government and by the Russia-controlled “administrations” in Russia-occupied Crimea, mainland discricts of South and East of Ukraine in areas of violation of the sexual minorities’ rights must be reflected in the UN official position.
Now the Report A/80/183 of the UN Independent Expert was published, and it is discussed by the UN General Assembly; the Report stressed, with reference to our submission, that an increasing number of states have adopted or proposed so-called “propaganda” or “promotion” laws that prohibit – and in some cases criminalize – the sharing of information about sexual orientation and gender identity
Report demanded states take concrete measures to combat and eliminate all forms of social stigmatization, discrimination, and violence based on sexual orientation and gender identity; our communication with the UN bodies on those issues will be continued.
