In June 2026, our Association informed the UN Special Rapporteur on the Human Rights of Internally Displaced Persons (IDPs), Paula Gaviria Betancur, for her next report on reconstruction and IDPs in conflict-affected and mass devastation settings.
The ARC’s submission, prepared by Andrii Chvaliuk, Olexiy Plotnikov, and other experts and published on the UN official web-sources now, stressed that Russia brutally violates all migrants’ rights established by international human rights and humanitarian law in Russia-controlled territories of Ukraine and in Russia itself regarding persons illegally transferred from Ukraine, including criminally deported children.
The ARC’s submission reminded the UN that Russian illegal activities in Ukraine caused the mass devastation, including the large-scale destruction of housing, infrastructure, public institutions, essential services, livelihoods, and community networks, which has occurred as a result of Russian aggression and occupation, including generalized violence and climate-related Russian illicit activities; such mass devastation caused unprecedented flows of migration of millions of Ukrainians.
The ARC’s submission stressed that since 2018, Ukrainian authorities have adopted some strategic and program documents regarding processes of reintegrating Crimea after its de-occupation that included an analysis of internal displacement. Also, the submission described relevant activities of the ARC’s experts during the sessions of the Strategic Forum “The Future of Crimea.”
The ARC’s submission added that, as Russia is an aggressor state and bears the responsibility for the conflict-related violation of Ukrainian IDPs’ rights, relevant mechanisms of compensation and reparations must be established with strong participation of UN bodies.
The ARC’s submission pointed out that regarding conditions of hostilities and interstate conflict, the demands of international humanitarian law must be taken into account regarding war crimes and crimes against humanity committed against IDPs.
Also, regarding conditions of ethnic cleansing and racist and discriminatory policies committed by some states, like Russia, the Convention on the Prevention and Punishment of the Crime of Genocide must be taken into account regarding those IDPs’ issues.
