On 5 November 2025, in Sarajevo, the Ministers of Foreign Affairs in the Danube Region adopted the Sarajevo Danube Declaration, reaffirming their shared commitment to regional unity, stability, and a common European future.
Danube Declaration denounces in the strongest terms Russian missile and drone attacks targeting Ukraine’s Danube infrastructure, which have repeatedly violated the airspace of Romania and Moldova.
These actions, the Declaration adds, include damage to vessels and the use of maritime drones on the Danube, constitute a serious breach of the freedom of navigation, and undermine the safety and stability of the Danube.
The resulting harm affects not only Ukraine but the Danube Region as a whole, the Declaration added, stressing the unity of Danube states in their conviction that Russia must be held accountable for the damage caused by its aggressive actions.
Let us remind, that our Association exposed systematically the Russian terroristic activities and naval aggression from the occupied Crimea against the Danube environment, security, and safety during the last years, as well as we fixed relevant terroristic calls of Crimean collaborators.
After the relevant communication and submissions sent to national bodies and international structures, Russia was excluded from the Danube Commission and Belgrade Convention regarding the regime of navigation on the Danube, for the gross violations of international law connected with the aggression against Ukraine, including Russian attacks in the Danube Region.
Danube Declaration also strongly supports efforts to protect and enhance the freedom of navigation according to the provisions of the Belgrade Convention, as well as efforts to enhance the infrastructure along its course.
The Declaration condemns the targeted destruction by Russian forces of Ukraine’s Danube ports that have a critical role for keeping the Ukrainian grain exports flowing, which is a key component of the overall global food balance.
