In November 2024, we described the aggressor’s provocation involving representatives of the Crimean occupation “administration” at the 12th session of the World Urban Forum (WUF12), held from November 4 to 8 in Cairo, Egypt.
At that time, the forum was held with the support of the UN Human Settlements Program, and this provocation drew the expected condemnation from the Ukrainian Foreign Ministry.
We noted that, in addition to Yanina Pavlenko, the Kremlin-controlled association “United Cities and Local Governments of Eurasia,” registered in Kazan, was also instrumental in this Russian sabotage in Cairo.
We also described the provocations of the fake “international conference” “Tourism Potential – Betting on Heritage,” held on June 5 in occupied Yalta, where the main “talking heads” from the Russian intelligence services were the director of this association, Rasikh Sagitov, the same Pavlenko, and gauleiter Sergei Aksyonov.
The intention behind this provocation was to further maneuver the UN with the alleged “declaration on sustainable development goals ‘Culture and Heritage,'” which was supposedly “adopted” in Yalta.
And now the aggressor has taken Pavlenko, as well as the illegitimate “chairman of the Yalta city council,” Konstantin Shimanovsky, to Xi’an, China, where the World Council 2025 of the United Cities and Local Governments (UCLG), which includes the aforementioned Kazan association, is taking place.
The aggressor makes no secret of the fact that this provocation is propaganda in nature; at the same time, it demands a consistent response from government agencies and human rights activists in civilized countries to the United Cities and Local Governments, including through its members, local government officials, both by condemning the involvement of Crimean gauleiters in its activities and by preventing similar provocations within UCLG in the future.
