In framework of permanent cooperation with United Nations’ bodies our Association sent this summer next submission to UN Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance, for her new Report to UN General Assembly in accordance with its resolution 77/204.
Now this Report “Contemporary forms of racism, racial discrimination, xenophobia and related intolerance” A/79/195 is published and presented by UN Secretary-General to Assembly. In its point 48 Report specially stresses on our Association’s statement that “since the invasion of Ukraine on 24 February 2022, the Russian Federation has been targeting the civilian population and infrastructure on a wide scale. The Association reported that such aggression has been connected with systemic discrimination against Ukrainians and Crimean Tatars. Hate speech and the use of neo-Nazi symbols against such groups were also reported by the Association”.
Report A/79/195 add in point 49 that our “Association referred to the findings of regional and international bodies concerning the invasion by the Russian Federation and the human rights and humanitarian consequences, including resolutions of the Human Rights Council and the General Assembly, findings of the special procedures mechanisms of the Council and statements of the Organisation for Economic Co-operation and Development. The Association reported that the International Court of Justice had ruled on 31 January 2024 that the management by the Russian Federation of the education system in Crimea since 2014 had violated the International Convention on the Elimination of All Forms of Racial Discrimination”.
Regarding information of our submission on facts of repressions against Proffessor Borys Babin, as including aggressor’s activities, so refarding relevant proceedings with elements of political pressure and racial discrimination, reflected in case 420/2297/22, Report A/79/195 confessed in point 50 that “the Association reported that individuals who have defended the rights of those affected by the patterns of alleged human rights violations described above have been subjected to harassment, intimidation and defamation”.
Regarding those facts and information, Report A/79/195 recommended to UN states adopt national action plans with a special focus on educational institutions against racism, extremism and the resurgence of neo-Nazism, and take all necessary steps to ensure their effective implementation.
Also Report stressed on duty to continue and strengthen work to provide support to victims and survivors of hate crimes and racist and xenophobic hate speech.
