In the framework of permanent cooperation with United Nations’ bodies and agencies, our Association informed this year the UN Secretary General, for his report to the General Assembly, pursuant to resolution 78/210 on terrorism and human rights. ARC’s submission, published at UN official sources now, reminded the judgments of the European Court on Human Rights in cases, regarding Russian occupation of Crimea and districts of Eastern Ukraine.
ARC’s submission added that those judgments established the “Crimean trace” of Russia’s terroristic activities, confirmed now in a set of international bodies and democratic governments’ statements also. Submission added that relevant Russia-controlled terrorists acted in Crimea and East of Ukraine since 2014, including the organization of illegal “referendums” for attempted annexations.
Also, ARC’s submission reminded the judgment of the International Court of Justice in case 166 that Russia has violated its obligations under Article 9, paragraph 1, of the International Convention for the Suppression of the Financing of Terrorism, as upon receiving information from Ukraine that persons who have committed or who are alleged to have committed the terroristic act may be present in Russian own territory, Russia did not take such measures as may be necessary under its domestic law to investigate the facts contained in the information.
ARC’s submission added that since 2024, Russian authorities have fabricated “cases” of alleged violation by Ukraine of the mentioned International Convention, as the “mirror response” to judgment in case 166.
ARC’s submission stressed that a special framework on countering terrorism in situations of armed conflicts, attempted annexation, committing international crimes of aggression, war crimes, and crimes against humanity, as is happening now in the Crimea and in other Russia-occupied Ukrainian territories, must be reflected in new UN documents that must include the examples of the impact of counteraction to state terrorism and civil society’s role in such counteraction.
