In framework of permanent cooperation with UN bodies our Association sent submission to UN Special Rapporteur on the human rights of internally displaced persons Ms. Paula Gaviria Betancur for her next report on peacebuilding in the context of internal displacement for the 79th session of the General Assembly.
That ARC’s submission, prepared by Professor Borys Babin and expert Yulia Sidorenko, and published now at UN web-sources, stressed that Russia brutally violates all migrants’ rights established by international human rights and humanitarian law in Russia-controlled territories of Ukraine and in Russia itself regarding illegally transferred Ukrainians, including criminally deported children.
ARC’s submission added that since 2018 Ukrainian authorities adopted some strategic and program documents regarding processes of reintegration the Crimea after its de-occupation that included analysis of internal displacement in context of peacebuilding, that such issues were discussed at sessions of Strategic Forum “Future of Crimea” and relevant recommendations were granted to Ukrainian government and third countries’ representatives.
ARC’s submission mentiond on urgency of issues of participation of the Ukrainian internal displaced persons in criminal proceedings and civil claims against persons who committed war crimes and crimes against humanity in Ukraine, also as against persons who called to commit genocide against Ukrainians.
As exactly Russia as aggressor state bears the responsibility for violation the conflict related violation of Ukrainian internal displaced persons’ rights, relevant mechanisms of compensation and reparations must be established with strong participation of UN OHCHR and UN Human Rights Committee, our Association stressed.
